長期の温暖化安定化目標として550 ppm目標や2℃目標が議論されている。そこで、文献調査に加え、気候変動リスク（海面上昇・沿岸影響，農作物影響，健康影響，陸上生態系影響，熱塩循環崩壊）についてエキスパート・ジャッジメントを実施した。以上の知見に基づくと、550 ppm目標は一定の合理性があると言える。他方、2℃目標はその達成のための対策費用が極めて高くバランスのとれた目標とは言えない。
